TEP Draft Proposals to Transform Muni

The TEP’s preliminary proposals aim to transform Muni so people can get where they want to go quickly, reliably, and safely. The proposals would also help address Muni’s structural budget deficit by making service more efficient, and would reduce traffic congestion and pollution by attracting new customers to Muni. The preliminary TEP proposals are the result of countless conversations with Muni customers and will be further refined through continued dialogue. These proposals are draft documents; we will continue to update them as we correct small errors.

Since releasing the preliminary TEP proposals in February 2008, the SFMTA has actively sought input from the public on the proposals’ benefits and impacts. The formal public comment period on the draft TEP proposals will end June 15, 2008 to enable the project team to further refine the proposals to incorporate stakeholder input. Revised proposals will be submitted to the SFMTA Board of Directors in late summer, after a summary document is distributed to everyone on the project mailing or email list.

You can also see the proposed changes for each individual line (updated 4/11/08).

Route changes may happen as early as July 2009, following an environmental assessment. In the meantime, the SFMTA will continue to work to make Muni more reliable, safer and quicker for all our customers.

Analyzing the Transit Potential - Key findings

  • Market Research. This work included a review of current and projected land use/demographics and local/regional travel patterns; examination of existing transit ridership trends; and consumer research to identify the factors that shape people’s travel decisions and assess potential markets for transit in San Francisco.
  • Service Evaluation. This work sought to provide a detailed understanding of Muni’s network of transit services, identify service successes and challenges, and apply the findings to the development of future TEP service recommendations.
  • Operations Review. The focus of this work was to examine the key operations functions that impact Muni service reliability, and included peer comparisons, data analysis, and interviews with SFMTA managers, schedulers, dispatchers, supervisors, maintenance staff and others.
